Rawadari is following with concern the recent attacks by Pakistani forces on Afghan soil and the armed clashes between the Taliban and Pakistani border forces that have occurred in the provinces of Kandahar, Khost, Nangarhar, and several other provinces, as well as the airstrikes on Kabul and Kandahar.
Rawadari’s initial investigations indicate that non-civilian areas were targeted in the attacks by Pakistani forces. These attacks have resulted in the killing of at least 33 civilians and the wounding of 184 others, including women and children. Rawadari’s findings show that most of the Pakistani forces’ military operations, particularly in Kabul and Kandahar, were conducted on residential areas.
Such attacks, which can pose a serious risk to the lives and livelihoods of civilians, are contrary to the international humanitarian law. Rawadari strongly condemns attacks on civilian areas and considers them a violation of the laws of war.
Furthermore, Rawadari calls on both warring parties to refrain from harming civilians, their property, and public facilities, avoid the disproportionate use of weapons, and treat prisoners of war in accordance with international standards.
Rawadari emphasizes that independent and impartial documentation of these incidents is essential for clarifying the truth and ensuring accountability. Rawadari also urges the United Nations and the international community to intervene impartially as a matter of urgency and prevent further escalation of the conflict, the primary victims of which are civilians.
